National monitoring approaches for climate change public finance

In order to support the Government of Costa Rica, the GIZ contracted the Overseas Development Institute (ODI) to elaborate a policy paper for the evaluation and comparison of  options of a national system for the tracking of public financial flows dedicated to climate change in the country. The paper assesses the needs, advantages, and efforts required for a financial tracking system in developing countries, taking into account Costa Rica’s aspiration to become an OECD member. In order for the Costa Rican government to show its engagement in climate change, the tracking of financial inputs to mitigation and adaptation actions --especially from national sources— is crucial for providing justification and information about policy compliance to national and international stakeholders. In turn, their tracking represents a challenge, as it lacks a clear definition of public climate finance and labeling is complex. The project “Accounting rules for the achievement of the mitigation goals of non-Annex I countries” supported particularly the National Climate Secretary of Costa Rica to foster the comparison of suitable definitions of public climate finance and to check the feasibility of clear indicators. The discussion paper will also serve other countries in a similar situation with similar questions. The project is part of the International Climate Initiative (IKI) and is supported by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), on the basis of a decision adopted by the German Bundestag.
