Underway: Viet Nam reviews and updates its NDC

On June 28, 2017, Viet Nam launched a process to review and update its Nationally Determined Contribution (NDC). A kick-off consultation workshop, hosted by Vice Minister Vo Tuan Nhan (Ministry of Natural Resources and Environment, MONRE), marked the beginning of this comprehensive task. By September 2019, it will conclude with Viet Nam’s submission of its revised NDC to the UN Framework Convention on Climate Change (UNFCCC).

Towards this end, an inter-ministerial working group has been established. This ensures ownership of all relevant sectors, as well as a “whole of government” approach to the NDC review and update process. For the mitigation component, the baselines as well as mitigation scenarios for the sectors currently covered under the NDC (energy, waste, LULUCF and agriculture) will be reviewed and updated accordingly by the respective line ministries to identify areas for ambition-raising potential. Further, a baseline scenario and respective mitigation options will be newly developed for the industrial processes sector, to incrementally increase the coverage of Viet Nam’s NDC. The adaptation component will be updated in terms of risks, vulnerabilities and impacts, and with a view to prioritize adaptation measures. Additionally, the Ministry of Planning and Investment (MPI) will consider how to reflect NDC actions in the socio-economic development plans, and in medium-term and annual investment plans. The working group has the aim to interlink the NDC review and update process with other on-going national processes such as the 2030 Agenda for Sustainable Development and Viet Nam’s Green Growth Strategy to enhance synergies between these processes.

The working group will be able to draw on experiences made during the development of Viet Nam’s Intended NDC in the run up to the UN Climate Change Conference in Paris, 2015. Since then, Viet Nam passed several national policies demonstrating the country’s increased climate actions, such as the revised Power Development Plan VII the Renewable Energy Development Strategy, and a mechanism to promote development of solar energy.

As with the preparation of Viet Nam’s (I)NDC, the United Nations Development Programme (UNDP) will support Viet Nam with the adaptation component, whereas the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with funding from the International Climate Initiative (IKI) of the German Federal Environment Ministry (BMUB) will provide technical assistance for the review and update process of the mitigation component.
