Transformational Change Taxonomy

How can Transformational Change (TC) through Nationally Appropriate Mitigation Actions (NAMAs) be achieved? How to enhance NAMAs’ design and effectiveness in order to trigger a global fundamental change toward a sustainable society? Such questions lie at the heart of this publication which presents results of the joint research project “Indicators of transformational change for MRV of NAMAs”, undertaken by the NAMA Partnership and the International Partnership on Mitigation and MRV in collaboration with the UNFCCC Secretariat and UNEP DTU Partnership.

Understanding of TC is still evolving, and innovative approaches are needed to monitor and measure activities leading to lasting transformational impacts for low-emission and sustainable development. This report follows up with two former TC-focused publications laying the theoretical foundations of Transformation Change and providing case study examples. It completes the latter by developing a set of indicators aimed to assess the TC potential of NAMAs. To achieve this, this TC Taxonomy is an important step in the strengthening understanding of TC through NAMAs and can substantially support policy makers in the design of sustainable development actions.
