Third African Regional Workshop: “Technical Training on National GHG inventories and Developing GHG Reporting Programs”

The International Partnership on Mitigation and MRV, in cooperation with the Ministry of Environment and Tourism in Namibia, hosted the third African Regional Workshop. The workshop comprised a three day technical training on national GHG inventories and a one day workshop on developing GHG reporting programs. The training took place on March 24-27, 2015, in Windhoek, with participants from Angola, Egypt, the Gambia, Ghana, Kenya, Lesotho, Malawi, Namibia, Rwanda, Seychelles, Swaziland, South Africa, Zambia and Zimbabwe.

The first three days of the workshop featured a hands-on training on national GHG inventories. The training helped participants go beyond the revised 1996 IPCC Guidelines and specifically encouraged the use of the 2006 IPCC Guidelines as well as the IPCC Inventory Software in compilation of national GHG inventories. During the training participants were divided into two working groups, each tackling different issues. One working group focused on industrial processes and product use, energy, and waste. The other working group dealt with agriculture, forestry, and other land uses. Moreover, Reagan Chunga from the Ministry of Environment and Tourism in Namibia shared lessons learnt from Namibia on the preparation of its first biennial update report (see his presentation here).

Lungile Manzini from the Department of Environmental Affairs in South Africa presented lessons learnt and experiences on data collection and documentation (see her presentation here). The training was conducted by five trainers from the Technical Support Unit for the IPCC Task Force on National Greenhouse Gas Inventories (IPCC TFI TSU) and facilitated by Sven Egbers from GIZ.

The last day of the workshop focused on developing GHG reporting programs. It helped participants achieve a better understanding of GHG reporting programs and showed some of the objectives that they can serve. Furthermore, it highlighted the importance of stakeholder engagement during program development and implementation phases. Program design elements and how to ensure a program remains effective over time were discussed. Participants choose three country examples and evaluated possible objectives on how to implement a GHG reporting program in the respective country. The workshop was conducted by Neelam Singh from the World Resources Institute and facilitated by Sven Egbers from GIZ. Moreover, Jongikhaya Witi from the Department of Environmental Affairs shared South Africa’s experiences on how to create an enabling environment for a GHG reporting program in South Africa (see his presentation here).
