Asian countries explore progress on NDC implementation

The Partnership on Transparency in the Paris Agreement together with the Information Matters project organised two sessions during the 2017 Asia Low Emission Development Strategies (LEDS) Partnership Forum, held on 5 and 6 December 2017 in Ho Chi Minh City. The Forum brought together some 180 participants from across Asia to discuss different aspects of implementing Nationally Determined Contributions (NDCs).

A joint session held on the first day of the Forum highlighted the importance of the transparency regime within the context of the Paris Agreement and revealed the links between NDC implementation and transparency. It further explored how climate reporting and a robust, self-sustained measurement, reporting and verification (MRV) system can – in addition to fulfilling current and future reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC) – have added benefits for a country. These benefits may include the tracking of sustainable development goals, provision of coherent data for national policy-making or increasing levels of political buy-in.

The session on the second day aimed to increase participants’ understanding of the similarities and differences between the enhanced transparency framework (ETF) under the Paris Agreement and the current MRV framework. It explained how strengthening current MRV processes – especially the production of Biennial Update Reports (BURs) and participation in the International Consultation and Analysis (ICA) process – lays firm foundations for meeting the ETF’s future requirements to monitor greenhouse gas emissions and NDC implementation. Speakers from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the consultancy firm ICF introduced the audience to various tools and guidance documents that support countries in tracking and projecting greenhouse gas emissions and enhance their climate change reporting. Participants also had the opportunity to test USAID’s Clean Energy Emission Reduction (CLEER) tool and Information Matter’s BUR template and to explore how results produced with one tool can feed into applying the other tool.

The Asia LEDS Partnership Forum was organised by the LEDS Global Partnership and ran back-to-back with the 3rd Asia-Pacific Forum on Urban Resilience and Adaptation delivered by the ICLEI – Local Governments for Sustainability.
