Webinar: Vínculos entre NAMAs e INDCs

The webinar on "Linkages of NAMAs and INDCs" (in Spanish: "Vínculos entre NAMAs e INDCs") was organized by the “International Partnership on Mitigation and MRV”, in cooperation with the “Global INDC support programme”, implemented by by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). The webinar was realized on Thursday, 24 September 2015.

About the webinar:
In light of the urgency to reach a global climate agreement, all parties to the United Nations Framework Convention on Climate Change (UNFCCC) have been invited to prepare and submit INDCs intended to specify how each country should plan to help mitigate greenhouse gas emissions based on their capacities and circumstances. Since the Conference of the Parties in Bali, many Non-Annex-I countries have started to prepare and implement NAMAs as part of their national activities to address climate change. In order to save time and resources, and to avoid double structures, it might be advisable to build INDCs upon existing and ongoing mitigation plans and actions (‘NAMAs’, or Pre-2020 Ambition). As many countries have expressed a need for clarification of the concepts and for guidance on how to establish and capitalise on the links, this webinar seeks to accomplish the following:

  • To provide countries with a clear understanding of the concepts of INDCs and NAMAs, their similarities and differences.
  • To show that INDCs can build upon past and current experience with NAMAs, LEDS, and REDD+.
  • To give countries an overview of possible links between INDCs and NAMAs, and to present examples of how NAMA experience has been leveraged to prepare INDCs.
  • To provide a forum for exchanging countries’ experiences of the INDC process, particularly in terms of the links between NAMAs and INDCs.

In this webinar, Daniel Blank, GIZ, shared key insights gained through cooperation with various countries. Vanessa Villa, Perspectives Climate Change, presented the results of the Policy Paper "Creación de la INDC de Costa Rica – Consideraciones desde un punto de vista contable”. Additionally, Colombia explained the proceedings of using NAMAs as basis for INDC preparation.

El webinar “Vínculos entre NAMAs e INDCs” fue organizado por la “International Partnership on Mitigation and MRV”, en cooperación con el proyecto “Global INDC support programme”, implementado por la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, por encargo del Ministerio de Medio Ambiente, Protección de la Naturaleza, Obras Públicas y Seguridad Nuclear de Alemania (BMUB por sus siglas en alemán). Sobre el webinar
En vista de la urgencia de llegar a un acuerdo global sobre el clima, todas las partes en la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC) han sido invitadas a preparar y presentar sus contribuciones nacionales al acuerdo de París (comúnmente referidas como Intended Nationally Determined Contributions (INDCs)). Desde la conferencia de las partes en Bali (COP13), muchos países No-Annex-I empezaron a preparar e implementar medidas de mitigación apropiadas a nivel nacional (NAMAs) como parte de sus actividades nacionales para hacer frente al cambio climático. A fin de ahorrar tiempo y recursos y de evitar duplicaciones, es aconsejable desarrollar INDCs partiendo de planes y actividades de mitigación ya existentes (como NAMAs o ambición pre-2020). Dado que muchos países han expresado dudas respecto a los conceptos y a los pasos de establecer y (aprovecharse de) los vínculos entre NAMAs e INDCs, este webinar tiene como objetivo:

  • Clarificar los conceptos de INDCs y NAMAs, tanto con sus similitudes como con sus diferencias.
  • Mostrar que INDCs pueden basarse en y partir de la experiencia con NAMAs, LEDS y REDD+.
  • Presentar la variedad de vínculos posibles entre INDCs y NAMAs, y presentar ejemplos de cómo la experiencia de NAMAs se ha utilizado para la preparación de INDCs.
  • Ofrecer una plataforma de intercambio de experiencia con respecto al proceso de desarrollo de INDCs, con enfoque particular en los vínculos entre NAMAs e INDCs.

El webinar cuenta con tres presentaciones: Daniel Blank, GIZ, comparte sus “key insights” ganados en su trabajo/cooperación en varios países. Vanessa Villa de Perspectives Climate Change expone los resultados del estudio “Creación de la INDC de Costa Rica – Consideraciones desde un punto de vista contable”. Adicionalmente, Colombia presenta los procedimientos de utilizar NAMAs como base para la preparación de INDCs.
