From October 2013 until June 2017, the Information Matters project supported Chile’s Division of Climate Change (DCC) within the Ministry of Environment (MoE) to enhance its capacities related to reporting of Biennial Update Reports (BUR) to the United Nations Framework Convention on Climate Change (UNFCCC). The following capacity-building activities agreed at a kick-off workshop in January 2014 have taken place:

  • Technical trainings on the enhancement of Chile’s GHG inventory,
  • Design of a MRV framework for NAMAs,Setup of an institutional structure for MRV of support,
  • Preparation for the ICA process,In-country workshops for the preparation and submission of Chile’s first BUR,
  • Review of Chile’s GHG inventory and first BUR by German experts, and
  • In-country review of the GHG-Inventory system by the German Environment Agency.

Chile submitted its BUR - as one of the first non-Annex 1 countries - to the UNFCCC Secretariat in December 2014 and completed the International Consultation and Analysis (ICA) process in 2015. The second BUR was submitted in November 2016.

Chile has taken a leading role in the Latin-American (LA) region in the field of GHG inventories and has launched, together with UNDP-GSP, the LA network of GHG inventories in 2016. Within this network, Chile has already hosted the first meeting of the Latin American Greenhouse Gas Inventory Network in October 2016. This meeting was carried out back-to-back with the Latin American Workshop on Implementing MRV Systems for Mitigation Actions and Building Scenarios. Information Matters supported both events as a co-organiser.

Chile is currently holding the presidency of the LA network of GHG inventories and aims to maintain or even extend technical support to other countries in the region.

Further, Chile is supporting the development of capacities in GHG inventories in some countries in the region, such as Paraguay and the Dominican Republic.
