Good Practice in the MENA Region
The GIZ project Policy dialogue and knowledge management on low emission development strategies in the MENA region conducted a good practice analysis of IKI projects in the MENA region. The aim of this analysis was to identify activities which contribute to low carbon development and are also transferable to other MENA countries or other regions. In the first round, five projects have been identified as outstanding examples of good practice in the field of climate projects. For the purpose of valuing and sharing experiences, how to overcome barriers and to enable the project’s success, a factsheet for each identified good practice was designed.
- Support for the Mediterranean Solar Plan and Union for the Mediterranean initiatives (GIZ)
The Arab League of States (LAS) was supported in its development of the Arab Renewable Energy Framework (AREF) as a main guideline for energy policy of the Arab Region. The work with a superordinate institution proved to be a good vehicle to spread experience in developing action plans, while political commitment is a prerequisite for long-term success.
- Low Emission Capacity Building (LECB) Programme (UNDP)
Similar to other countries, Egypt has benefited from the vivid but often incoherent engagement of a wide array of entities on climate change mitigation. UNDP supported the joint development of “strategic menu on mitigation” with high potential for emission reductions and associated NAMA Information Notes (NINOs) to bring these diverse activities into a coherent framework. The involvement of the private sector facilitated the development of self-sustaining business cases.
- Training on the integration of renewable energy into the electricity (RENAC)
In cooperation with Renewables Academy AG (RENAC), training sessions were provided on the integration of renewable energy into the national electricity grid in Morocco, Tunisia, Algeria, Egypt, Lebanon, Jordan and Libya. The systematic training for experts and administration in the energy sector helped to reduce discrepancy between the political targets for RE deployment and the operative responsibility for electricity generation.
- Optimization of the energy consumption of water pumping stations in Jordan (GIZ)
Water scarcity is known to be a main consequence of the climate change in the MENA region. Therefore, attention for water pumping and transport is growing, but also represents one of the biggest consumers of electricity in the country, mainly due to the outdated infrastructure. GIZ supported the implementation of EPC models to finance the modernization of water pumps.
- German Climate Technology Initiative (DKTI I) (GIZ)
Using a country’s renewable energy potential does not only require substantial financial resources, but also the relevant knowledge and capacities. To increase these in Moroccan businesses and research institutes as well as in formation and employment, the German Climate Technology Initiative (DKTI) supports the strengthening of capacities of institutions and actors in solar research through a research component.
- Capacity development for the implementation of a monitoring, reporting and verification system (MRV) for greenhouse gas emissions in Turkey (GIZ)
An infrastructure for monitoring, reporting and verification system (MRV) for greenhouse gas (GHG) emissions of the Turkish industry was set up with the Turkish Ministry of Environment and Urbanization. Public and industrial sector specialists received educational and training seminars on monitoring and reporting of GHG emissions. The seminars’ success is manifested in the establishment of the training center “KAREM” under the Environmental Protection Foundation of Turkey (TÜÇEV).

Capacity building for GHG inventories and MRV in Tunisia (GIZ)
In cooperation with the Tunisian Ministry of Environment and Sustainable Development (MALE), the GIZ establish a national greenhouse gas (GHG) inventory and a monitoring, reporting and verification system (MRV) for the Tunisian Building NAMA with emphasis on rooftop PV installations. Additionally, the project implemented a regional Transport-NAMA approach with the National Agency for Energy Conservation (ANME) and the Municipality of Sfax. A decentralized approach proved to be successful as well as the application of international standards for the building NAMA.
- Solar Cooling for Industry and Commerce (GIZ)
The Jordanian Ministry of Environment was supported in its aim of installing and operating of solar cooling systems with natural refrigerants to meet the demand for air-conditioning in Jordan. Four pilot projects were instated with the Technical University of Berlin (TUB) and the German Jordan University (GJU) which proved to be helpful as it local capacity concerning the systems and their parameters was promoted. However, strong commitment in form of finance, research and maintenance of the project from all stakeholders is needed to ensure sustainable structures.
- Advancing Sustainable consumption and production (UNEP and GIZ)
To facilitate informed decision-making for consumers and public administration, the project promoted with UNEP sustainable consumption and production (SCP) patterns in eight emerging economies across South-East Asia, Africa and Latin America. Accordingly, SCP standards, policies and regulations were drafted such as an eco-label in Morocco for the accommodation sector. The inclusion of the public administration and global working groups proved to be a key success factor to adapt to international standards whilst considering local needs.

National Competence Centre For Climate Change, Mitigation and Adaptation in Morocco (GIZ)
With the Moroccan Secretary of State in charge of Sustainable Environment as a partner, the “4C Maroc” was established – a non-profit entity with the innovative legal status of “organization serving the public interest”. Trainings in sustainable knowledge management and adaptation and an internet-based self-learning platform were developed. Further, support for the COP22 in Marrakesh was provided. The project was a great success due to strong political commitment and dialogue among stakeholders and key partners.
