Ad-hoc Facility

One feature of the Information Matters (IM) project is to provide support to countries through its Ad-hoc Facility. It aims to address needs identified by countries with regard to preparing Biennial Update Reports (BURs), establishing sustainable measurement, reporting and verification (MRV) systems and laying the groundwork for future transparency requirements. This support is provided through targeted activities, such as one-time capacity-building workshops or the provision of expert advice.

So far, Information Matters conducted ad-hoc activities in 14 countries. Find out more on the topics of the support provided in each country below.  

Malaysia (4/2017)

The 4-day in country workshop covered the provision of feedback on Malaysia’s GHG inventory for 2013 and 2014 for the energy and Industrial Processes and Product Use (IPPU) sectors, building capacity of the national staff on methods for inventory compilation in the energy and IPPU sectors as well as enhancing the personnel’s understanding of providing data for the inventory estimations on the requirements for activity data and emission factors and calculation methods.

Preparing key stakeholders for the submission of their first BUR by conducting a 3-day in-country workshop on how to set up an MRV system and a review of specific chapters of the latest National Communication.

Lebanon (01/2018 and 02/2018)

Developing procedures, standards and protocols for setting up a reporting management system via a 4-day in-country workshop with the aim to enhance the technical capacities of national staff on matters related to reporting, including preparation of GHG inventories.

Burkina Faso (06/2018)

Preparing technical experts for the development of the third National Communication and first BUR during a 3-day in-country workshop including facilitating exchanges between all key stakeholders involved in transparency-related activities and the setting up of a national MRV-system.

Niger (07/2018)

Stocktaking of Niger’s GHG-inventory system with proposals for development. Review of the GHG-inventory in the 3rd National Communication and proposals for improvement (road-map). 2-day capacity building workshop for experts of the Conseil National de l’Environnement pour un Développement Durable (CNEDD) on enhancing the inventory and the MRV-system. Meetings with sector ministries for enhancing cooperation with CNEDD through better understanding of objectives and national benefits of preparing and reporting inventories.   

Mongolia (10/2018)

Capacity enhancement for tracking progress on the implementation of greenhouse gas (GHG) mitigation targets and enhancement of the institutional arrangements and coordination for the development of a national measurement, reporting and verification (MRV) system for mitigation actions in Mongolia.

Benin (09/2018 and 11/2018)

Review of different chapters of Benin’s first BUR with results presented via a webinar. 3-day capacity building workshop following on international reporting requirements under UNFCCC and data management.

Zambia (11/2018)

3-day capacity building workshop on MRV/transparency in general and MRV of mitigation actions for staff of government ministries and departments directly and indirectly involved in climate change action.

South Africa (11/2018)

Training on the compilation of national Greenhouse Gas (GHG) inventories and the identification of mitigation options in the waste sector.

Jordan (11/2018)

Training on the compilation of national Greenhouse Gas (GHG) inventories and the identification of mitigation options in the waste sector.

Eswatini (03/2019)

Training on the compilation of national Greenhouse Gas (GHG) inventories and the identification of mitigation options in the waste sector.

Tajikistan (03/2019)

Building of understanding on MRV/transparency across government ministries and departments directly and indirectly involved in climate change action in a 2-day workshop.

Lao PDR (03/2019)

Raising awareness on MRV / transparency requirements within the UNFCCC and preparing technical experts for the development of the first BUR and participation at the International Consultation and Analysis during a 3-day in-country workshop.

Algeria (05/2019 and 06/2019)

3-day in-country training of Algerian trainers on the development of GHG inventories and the identification of mitigation options in the waste sector (May 2019). The training of trainers was followed by a capacity-building workshop planned and carried out by the newly trained trainers on the above topics (June 2019) that also served as the kick-start of the work on the GHG inventory of the waste sector for Algeria’s first Biennial Update Report and third National Communication.
